How do you offer your videos as video podcasts for iTunes?

How do you make videos (that you own) available for podcasts so people can subscribe to them on iTunes? Is there a software tool to do this that converts the video? Also, is there any cost involved with iTunes or do they have to approve your it? I’m talking about offering video podcasts for free.
